Here a few from the Netherlands:

Dutch Electronic Arts festival - Rotterdam: http://deaf.nl/
      GOGBOT festival - Enschede: http://2012.gogbot.nl/nl/
      STRP festival - Eindhoven: http://strp.nl/nl/
      PICNIC - Amsterdam: http://www.picnicnetwork.org
      Impakt festival - Utrecht: http://www.impakt.nl/
Festival aan de Werf - Utrecht: http://www.festivalaandewerf.nl/
Todays art festival - Den Haag: http://todaysart.org/portal/

This is by no means a complete list but the first ones I think of when needing to see interactive installations and electronic art.
Many other festivals, especially for fine and performance art have some sideshow with installation work and interactive performances!

                      hi people!

I found a website called monoskop (a wiki for art, culture and media technology) and made an email list of festivals published there.
a lot of them will bounce since they are out of date.
hope you get some nice conections!
                      leo.-
